I am a land surveyor, and have to deal with this issue quite often. and you hit it dead on with it not being the same in all areas. In fact it might be different from one block to another even within the same city/town/village depending on zoning. it will also depend in many places on whether you are talking about the front property line, side PL's or back PL. you can call your local public works department, or if your city has engineering department and they will be able to tell you for sure. find out before or you might have to demolish.

Look at the survey done on you property when you bought it; should be in your closing papers. I should show your house and also the easements and building set back lines. If you don't have a survey, go to the courthouse and get a plat of your subdivision (a lot of this can be done on line). If your are not in a platted subdivision and you do not have a survey; then got to your city's zoning department. They should be able to look up your zoning classification and give you all sorts of information and restrictions (you will wish you were in Mother Russia).
