Your cheapest option will be to find pants in a color you like in the right material in as close to the right size as you can find and then take them to the tailor. Many dry cleaners will do cheap alterations resulting in an expensive, custom look. I'm petite and this option worked wonders for me on my first suits for work. Men's clothiers usually do cheap alterations also if you buy the goods from them.
