Can you play system link on a modded halo game or xbox?

Most likely.... I realy don't know... just try it... but to give you my opinion, if the other platform doesn't have the map, it's not going to work... But maybe it will work... I've tried modded maps in Halo PC on multiplayer and it works if the other person has the same map... or if he/she doesn't, Halo gives you the evil exception and crashes...
