Get some no chew spray or creme.

It's an obsessive compulsive behavior. It's a nervous habit, unless she is doing it on her paws which is usually a sign of a food allergy. If it's OCD you need to give your dog something to do, much more exercise, long walks, toys like a Kong. Since licking is a cry for attention, it may mean your pet is not getting enough.
