  • Do you mean a moral duty or a legal requirement? In the latter case, I cannot give an expert opinion because I am not a lawyer, let alone a Canadian one. However, I believe that Canada is a signatory of the International Declaration of Human Rights http://www.un.org/Overview/rights.html which implies that the right to escape such situations is a fundamental Human Right. In the former case, I believe that everyone and every nation has a duty to support those fleeing from genuinely dangerous situations. For Christians, the parable of the Good Samaritan applies. While not a Christian, I agree with the principle stated.
  • Not a duty as such, but as a member of the global community Canada is obliged to make every effort to ensure the safety of these people. Edit: OK, I didn't know that. Sorry, I sincerely apologise.
  • We make it a moral duty. It's not written in stone that we have to accept ANY refugee. We'll take them in, until we can verify that they are indeed in danger if they return home. That being the case, they are usually allowed to stay if they don't pose a health risk, unreasonable demands on our social structures or are dangerous criminals.
