Is it safe to heat food in stainless steel bowls (like mixing or salad bowls)?

Not really. Mixing bowls are really too thin to make good pots. They'd start to lose their shape as they heated. (Which would happen long before they reached their melting point.) In an emergency, when you have nothing else, I guess you could, but only over low heat.
