Perhaps Gen 1:16 just repeats what is in Gen 1:3. The accounts of creation are true. But the Bible is not a scientific Trieste. When interpreting Scripture, one has to take into account what the writer intended in order for it to make sense. For example, what were the idioms of the day, what is the mode of the writing. One should strive for the literal (not literal-ist or fundamentalist) meaning. Here's an example. Suppose I wrote "It's raining cats and dogs." and someone found my book in 20 centuries. If he uses literal exegesis, he'll know that I meant it was raining pretty darn hard - a deluge. If he applied fundamentalist exegesis, he'll think that there was cats and dogs falling out of the sky. With every written word, including the Bible, there needs to be and authentic and authoritative interpreter when questions need to be answered.
