There are alot of dead people, before the eating.

In some versions, the zombies are intelligent enough to either know to back off when creating a zombie, or sense the zombie in another and stop eating, in other stories, the zombies are really easy to fight off, but sometimes people get bitten before pushing them away, sometimes they don't tell the people around them, sometimes the people around them don't have the heart to believe it's true and kill their loved ones. either way, more zombies shall spawn.

Well, since they don't exist, I would say that the Easterbunny makes them out of eggs that Santa Clause had his Elves lay on New Years Eve.

It only takes one zombie to bite a bunch of people and then... BAM! Lots of zombies.

Whatever phenomena or act of God makes the dead walk, I would assume that the process starts off with a large amount of preset zombies, like corpses rising from their graves. If it's a virus or a disease, then it must strike en masse, and if it's an act of God, well you can't screw with divine decisions. :/ After the first few zombies have done their invasion and plague spreading work, the rest is history.
