It's a public relations catchphrase, nothing more. The US has supported terrorism since World War II, and will continue to do so. Even now, the US is giving money to terrorist groups in Iran to destabilise the country and get in a new government that's more likely to let Halliburton in. The US paid and trained radical Islamists to fight the Soviet Union in Afghanistan in the eighties (a war which they encouraged the Soviet Union to start in the first place), and they keep radical Islam in power in Saudi Arabia for the same economic reasons as for what they're doing in Iran. The 'War on Terrorism' is a licence to ignore the Geneva Conventions, the Nuremberg Rulings and the rest of the world's opinion.
