As far as I know Sims 2 does not run well or at all on Laptops which is why they made the Stories Series. The Stories games have much lower requirements. I think if money is not an issue you might be able to find a laptop powerful enough for sims 2. But with all the EP's it requires a GB of RAM. I run it on a desktop PC with 4 GB of RAM and even still have some problems. Also you should know all the newest EP's install a sort of Spyware that is their disc security. When it's installed on a new computer you should follow certain guides to remove it because it can damage the computers CD/DVD drives. Some people including myself have lost everything on their computers because they could not make backup CD's and the Securom damaged the computer to where it needed to be reformatted. Because yeah he needs a new computer I assume you don't want it to break down or become infested with viruses because securom weakened it.
