Get everyone inside and grab a pellet gun. When she comes out, shoot the hive and piss the bees off. She's bound to come around after that.

I would say legally you should be able to get rid of it since it is on your property. Maybe call the city and have them remove it and see if they can bill her for it and not you? If not, I'd get it out myself. I wouldn't want some poor kid dying in my front yard from a bee allergy.

If the bee hive emanates from a plant/bush/tree in her yard, demand she remedy the situation immmediately. Let her know that she is now on notice that any harm caused by her reluctance to remove the hive will likely incur monetary damages to any potential victim because you will happily testify on their behalf. Importantly, cut any portion of the vegetation that is physically in your yard ASAP.

during the dusk, remove it very very carefully. If possible, make sure it lands in her garden, somehow ;). Why won't she do anything? I mean, that's pretty ignorant, what does she say when you try to make her do something about it?

I'd head down to Home Depot and get a can of RAID bee spray. I only use RAID as I know it works instantly. With other brands I've sprayed bees and wasps and it only seemed to piss them off. Wait until the sun goes down and blast it with a new can. The stuff will go 20 feet! One of those miracle solutions to bees. Even if you don't do a good job the bees will abandon the nest.
