Why can't I turn off uploads in the newest version of Limewire? In options, the box for sharing isn't checked,and it lists no shared folders, but as soon as I start to download something,it begins sharing it with everyone unless I kill the upload manually

Try setting it to share a folder that has nothing in it. That is, make an empty folder that does nothing but exist for the purpose of pointing Limewire away from your files. That should trick Limewire into ignoring your temporary downloads folder. Hope this helps!

go to the top where it say tools, click and see the drop down menu, choose options, when that page opens look on the left side for sharing, there will be 3 or so sub-items(basic,advanced,types) under it, click on each as they each have a page where you must uncheck a option for sharing, click apply and OK, once this is done then seems to be no sharing any more. at least for me thats what happened on the Limewire pro 4.18.3 version
