What is the origin of "hung out to dry" and why does it have a negative connotation?

just a guess here but i would say a youngin was a little wet behind the ears so he hung out to dry??? for me its got a positive connotation... I can't wait till harvest time :D

When you hang someone out to dry in the States, you more or less have abandoned them.
