Contrary to popular belief it has very little to do with the quality or luxury of the hotel and everything to do with specific facilities. Theoretically a three star hotel could be "better" and nicer to stay in than a four star with nicer rooms, better food, and better trained staff. But if it didn't have- say- a lift (elevator!) there's no way it could be graded as any higher than a three star. there's a very basic guide to what each star rating indicates here (although not all aspects are covered): http://www.visitbritain.com/VB3-en-GB/productsearch/ratingsinformation.aspx this is a guide applicable to British hotels, other countries have different standards- for example a 5 star hotel in Armenia, would roughly equate to a 3* in Britain, whereas a 3* in the Bahamas might equate to 5* British hotel.

It's not exact science, I agree. If an elevator prevents a 3-star from becoming a 4-star, a lacking swimmingpool prevents a 4-star from becomming a 5-star. I've been in a 4-star that sucked (tiny rooms), and a 3-star that was great (wonderful view, quiet). Just look at what's important to you. Make sure there's no active buildingsite next to it, and you can park your car...

Mainly facilities. Contrary to some people's belief, the star ratings system is based on the facilities available (and not necessarily how good said facilities are!) Here are some rough guidelines: http://www.fweb.org.uk/dean/visitor/accom/symbols.html As you can see, no matter how good a hotel, if 24 hour room service is not available, it can't be any higher than a three star. Five star hotels generally will have all the facilities offered by a four star but will be considered particularly luxurious. they will often have professional uniformed catering staff (as opposed to part-timers and students) and will serve restaurant-quality food, rather than just keep-you-going snacks. The bedrooms will often have luxury toiletries and decor, and there'll often be extra little facilities such as wireless internet, mini-bars and other "luxury" elements.
