I don't think anyone could answer that except for Lewis Carroll himself, but if he wasn't, he probably should have been.

Since it was quite fashionable for writers and artists to partake of opium at the time Carroll was writing then it's highly probable he was under the influence of some substance. Who can say for sure? But anyone who has experimented with hallucingenic drugs knows very well the effects and similarities of Alice's weird experiences.
