In CT., legally what can a parent do to prohibit his/her 17-yr. old child from spending time with a person in their late 20s; when there are no sexual relations involved?

If a person has a mental problem that he is trying to seek help for can he be charged with a crime even if he has committed no crime i have had this problem in check for over 40 years but i feel i am starting to lose control and need help to correct it

I am 16 and want to be emancipated i have not been abused physically but mentally i can't stay living with my mother. My father died 3 years ago and my mom gets 800 dollars a month for me, if i get emancipated would i collect that money each month?
