Our California HOA board has closed meetings to set policy, fix assessments, and create rules. Can the members complain about this?

    Basically the same in Arizona except that lot-specific problems are added to that list. Only those items can be ruled on in executive session.

    I can only say that in Florida we have "Sunshine Laws". The only closed door board meetings allowed are to discuss litigation with the association attorney or to discuss a personnel problem (that's personnel NOT personal problem :))

    I would send a letter to whatever governmental agency oversees your HOA and cc your board of directors.
