In the Roman Catholic church baptism is usually performed by the Parish Priest unless there is some compelling need for someone else to do it, such as when the person may be dying and the priest is not available. You should talk to your Parish Priest and find out what the practice is in your church.

If she is ordained clergy of a denomination which practices baptism, then yes, she is authorized to perform such a ritual and the baptism will be recorded and recognized. If you're asking because of the word "Godmother" having "God" in it, the answer is no. A godparent, in many denominations of Christianity, is simply someone who sponsors a child's baptism, but does not perform it themselves. Traditionally, the godparents were counted as informally responsible for ensuring that the child's religious education was carried out and for caring for the child should he/she be orphaned. The modern view of a godparent tends to be an individual chosen by the parents to take an interest in the child's upbringing and personal development. However, godparent is not a legal position, and should the parents seriously intend the godparents to act as foster parents in case of their death, this must be legally specified through the usual means (such as a will). http://en.wikipedia.org/wiki/Godparent

Only if she is an ordained priest. If she is not, the ritual will not be recognized or recorded. During the baptism itself, select family members are asked to take part in the ceremony. However, the baptism ritual must be lead and performed by an ordained priest.

Only in an emergency. In Catholicism, the ordinary ministers of Baptism are the bishop, the priest and the deacon. In case of necessity, anyone, even a non-baptized person, with the required intention, can baptize, by using the Trinitarian baptismal formula: [name], I baptize you in the name of the Father, and of the Son, and of the Holy Spirit." For more information, see the Catechism of the Catholic Church, sections 1256: http://www.usccb.org/catechism/text/pt2sect2.htm#1256 With love in Christ.
