In Texas when all of the winning scratch off tickets in a game have been sold the lottery people continue to sell the remaining tickets in that game until all have been sold. Dishonest? Agree or Disagree.

Not dishonest. They set out to sell a certain amount of tickets with a certain amount of payoff, so they would know exactly how much they will make on the sale of the tickets. If, say, they printed 30,000 tickets, and ticket #29,000 was the last of the winners, they still should sell the remaining 1,000, the announced amount they intended to sell when the game was introduced.
