Are there facilities that provide year-round power/facilities connections for a motorhome? Even in cold climates?

    Yes, but be forwarned that most motorhomes are not insulated or equipped for cold weather. Keeping warm can be difficult, and water tanks (fresh and waste) need to have heaters to avoid freezing. And campground water feeds also freeze, so that may be intermittent. And you should keep your water heater running during below freezing weather to keep it from freezing (and rupturing). Trust me, I've been there.

    Yes. There are both Motorhome Parks which operate year round and Mobile Home parks which usually have RV lots. Unfortunately I have found no sites online which consolidate this information and point out the more reputable of locations. I suggest using google or a local phone book if you are in the area already.
