Its a psychological thing. Subconsciously in most parents mind is "I don't want to be like my (father/mother)" They remember the amount of freedom they were given i.e usually very little in their time, and they try to be more lenient towards their children.

Because parents want to be in touch with their kids, but they are leaving it too late to actually have kids, so in order to feel as though they are in touch, they let the kids do whatever they want because they respond better to it. Parents are awesome if they answer the kids every beckoned call, they are evil nazi's if they don't.

Spanking (not beating) a child can be affective but these days its "wrong to hit a kid". Kids have learned that if they ask their parent something enough times, they'll eventually get there way. Whether the parent gets fed up or doesn't want to argue, they give in. So now the kid thinks he (or she) will always get what he wants.
