Interesting question. I think the possessive is implied, as in "I'm going over to Joe's," meaning, I'm going to Joe's house." If Kroger is the company that owns the store, it isn't strange to say "I'm going to Kroger's [store]," omitting the last word, 'store.' For some reason it doesn't seem to work with many names like Target or Walmart, or Safeway. I've never heard anyone say Target's, Walmart's, Safeway's, Kentucky Fried Chicken's, or Circuit City's. Maybe it's used (unconsciously) when it's a real person's name, like "Kroger's," since there (probably) was a guy named Kroger. It works for Fred Meyer's, Macy's, and Dillard's. Very curious.

Yes it does. It maybe shouldn't but it does. Something else that bothers me is when they put "ed" on a word that is already past tense.
