If a driver is from NY and they get a ticket in Richmond, VA while doing 100 mph on the highway, would that driver still get points on their license issued by NY state?

Yes, I'm not what the specific law is for NY. You may either be the given the full points that you get for the same ticket in NY, or what I got. On my NJ license after recieving a speeding ticket in Pennsylvania instead of getting the 4 points my ticket would have been worth, I got an "Out of state violation" violation. Which was worth 2 points.

Maybe. If VA reports the violation to NY, you will get points. Some states have a lesser amount of points for out of state violations, say, 2, whereas speeding at that speed would probably get you 5 or 6.

At that speed..............yes.

You should have been issued a reckless driving citation, instead of a speeding citatation.

Computers are wonderful.

They follow your trail from one state to another and one country to another.

You can run, but you cannot hide.....from computers.

Your MVR (Motor Vehicle Report) follows you everywhere.
If you get ten tickets in VA and move to NY, all tickets (points) will still count against you on your MVR.
The MVR is what the insurance agencies look up to see your driving activity in regards to pts and violations.

Your MVR is unique and yours alone. (Based off your driving license number which has identifying numbers in it.. only really changed up to represent the state you are in).
It is almost like the credit report in that you cannot run from it lol
