Why does the government say that laws are governed for the people,of the people, and by the people but most of us don't really have a say in what laws the government passes?

We do have a say - WE, the people, elect the officials that are voting on our behalf. A "true democracy", like ancient Athens, Greece, where each and every citizen had their say in each and every government decision, moves far too slowly to be effective. That is why we have local, regional, and state representatives to speak for us.
