They aren't supposed to, however there is nothing to stop someone giving a bad personal reference. Many companies in the UK now refuse to give references at all due to the complexities of legislation around what can be said and what a candidate can challenge. If you think that they would be justified in giving you a bad reference you need to think about how you might approach a new job differently.
