Too many to choose from and depends on your criteria. IN terms of success Gordon Brown in the UK looks like being one of the "worst" as he is presiding over the worst results Labour have endured for a long time and seems to have no idea how to get them out of the quagmire they are in. So he is a pretty poor 'leader' in that respect. In terms of human rights there are so many. Mugabe springs to mind but he is not the worst. China has a fairly appalling record on human rights as has Burma but it depends how you want to look at it.
