It depends on what definition of the word you want. One definition describes it as "sticky to the touch; adhesive." Think of paint that's just starting to dry. When you touch it, it's still a little sticky; tacky. Another definition is "not tasteful or fashionable; dowdy." I think this picture probably shows that better than anything I can say:

Try to substitute it with 'unbecoming'...that should be in the dictionary. If someone said something tacky, it could mean that it was rude, ugly, or unnecessary. If you are talking about someone's outfit, it could mean it was way above the top, or unbecoming such as unattractive, too eccentric, or outlandish.
