First, they don't have the potential to obliterate the human race, at least at the current stockpiles ... or even at the height of the Cold War. It's just that elitists equate the populations of NYC, Boston, LA, San Francisco, DC, Chicago, and the inhabitants of the principle urban centers of northern Europe with "the Human Race". But nobody's going to nuke Bolivia or Tierra del Fuego, nor are they likely to be hurt by fallout patterns. The same may be said for most of the world south of the Tropic of Cancer (with the arguable exceptions of India and Pakistan ... and the Middle East if Iran ever gets nukes): it isn't much of a target. As to why countries don't take steps towards disarmament ... oh ... gee... I don't know ... maybe it could be something to do with the fact the only real deterrent to one nation using them against you is to have them yourself?
