(http://www.skygod.com/asstd/abc.html) The three-letter designation, or IATA location identifier, is created and managed by the Montreal-based International Air Transport Association. Most airports use codes that were made official many, many years ago. In some cases the codes resemble the name of the city of airport and in other cases they don't. Sometimes codes don't reflect the current name of an airport because they are a holdover from a previous name. The airport in New Orleans was originally known as Moisant Field, but before that the airfield was Moisant Stock Yards -- which accounts for the designation "MSY" At this point it may not be possible for new orleans to change the designation because (possibly) other airports already have designations that might appear appropriate and logical for New Orleans.
