G'day Anonymous, Thank you for your question. The apostle who replaced Judas was Matthias. He was chosen by casting lots which was a traditional Jewish way of determining God's will. The timing was that he was chosen between the Ascension of Christ and Pentecost. I have attached sources for your reference.
