My interpretation of that statement is that it is not a statement of hatred against an enemy; it's a statement of horror at whatever is the situation. For example, someone being burnt to death in a fire is a situation so horrific that it is difficult to comprehend. It's not that anyone would wish it on an enemy ever, it's just expressing how horrific that situation would be.
