There are a variety of reasons. Some include:

To get publicity. If an automaker can get lots of press attention by showing a real wow-mobile, it gets its name in all the magazines and industry journals and maybe prime-time TV.

To get people excited about going to the shows where they can expose people to their real cars and tell them which features of the cars they are selling or planning are used on the concept.

To get public and industry response to proposed styling and feature enhancements. If everyone says "it looks incredible!" they may add visible design elements of the concept into next years' models. If everyone says "eww... why did they make it look like that"... well, you get the idea.

Chrysler has on at least three occasions responded to positive show response to concept cars to actually put the concept into production (Viper, P/T Cruiser, Prowler if I remember right).

Perhaps to raise venture capital investment in development efforts or seccure industry partners to develop concept-car features for production by impressing them with the potential.
