Hail falls from the sky. Sleet is what is frozen on the surface.. so my guess is sleet.

Anonymous is correct. The proper term for the result of a freezing rain is "glaze". If you go here (http://cellar.org/showthread.php?t=12989) then you can see some pictures of what this can create.

That's how black ice is formed on roadways. It would be considered rain. An ice storm. I went through one in 1977, it was a bitch. All the trees were striped of their branches and leaves. Corn fields looked like rows of sticks. Power was out for a week and on top of that I had a chimney fire.
