No, but it makes playing the game a lot easier. Nintendo is the master of getting it's gamers to spend more money peripherals.

You don't need the Wii Wheel to play the game, and one even comes with the game when you buy it. The game can be played with the wii wheel, the wii mote, the wii mote and chuck, and a nintendo gamecube controller.
