There is not enough info here to answer this question. What video? (ie. DVD, Quicktime, on-line, streaming?) Where? (ie. downloaded, ripped, etc?) Format? (ie. .avi, .mov, .mkv, etc?) Codec? (ie. DviX, Xvid, Wm9, H.264, mpeg1/2?) Player? (Windows Media Player, CyberLink, Quicktime, Realplayer, VLC?) If you give these a shot I might be able to help.

you need to provide more info about your computer and internet connection. If you're watching streaming video from the net it could be a combo of a slow connection, not enough memory, and/or proor graphics adapter. If your watching a movie outside of the net, then the problem most likely is a poor/old graphics adapter and/or not enough memory.
