I believe it's on the path to being achieved. Don't they have hydrogen powered cars now? That's only a step away from water.

I have actually ridden in a hydrogen fuel cell vehicle, powered by hydrogen extracted from water. Two problems. The vehicle (a Chevrolet Equinox) cost almost 2 million dollars. It takes more energy to get the hydrogen out of the water than you get when you burn it.

There already are amphibious cars..I've seen 'em on TV...you go from land to water and it becomes a "boat" of sorts.:) Happy Saturday! :) ((hugs))
