That I am lying out my butt and I can't stand to look at you because I am ashamed. I don't lie, but this is what I have seen. If it isn't that then they are just shy, but if this person is comfortable around you then shyness isn't a factor. I would dig and if they won't say, leave. You have to trust the ppl in your life.

Usually it's a lie and the person is avoiding eye contact for that reason. Or, they could be hurt by you and can't bear to look at you in case they show their pain and that makes them feel vulnerable. It needs to be understand in the context of the relationship.
