The phrase suggests that there is an impartial impersonal force outside of humans that will mete out real justice to wrong-doers, sort of like Karma. If you take revenge yourself, that opens you up to having the same done to you in turn and the cycle will never end.

What comes around, goes around does not apply if you bring it around yourself. It is actually a statement against taking revenge, but instead, letting someone's bad deeds catch up with them with no help from you.

No, what they saying means is what they do to someone else will come back to bite them in the end but not buy your hand. If you do it, then it applies equally to you, then and it's a never ending circle
