In both cases there is a singular lack of respect for others. If a person cheats at games, their actions say they don't care about the rules, they only care about winning. I think this is a slightly different motivation than cheating in a relationship. Cheating in a relationship is often motivated by the thrill of getting away with something. In either case, the person isn't trustworthy.

Of course..once you ignore things like honor, integrity and honesty it is easy to "apply" it to all arenas of life...a cheater is a cheater is a cheater..just as a liar is a liar is a liar! :)

I would assume they would. If they have no respect for rules or about the feelings of others enough to cheat at games, I'm sure they would think nothing of cheating in any other aspect in their lives...especially relationships.
