Because unless the are cardinals, they didn't vote for the current one. Only cardinals get to elect the pope.

It is due to the possibility of fraud. Who is to say who is catholic and who is not? I could enrol in a catholic church a month before the new pope election and effect the outcome of the vote. The current selection system has been working for about a thousand years. If it is not broke, do not fix it.

Cardinals are the Super Delagates of the Catholic Church, so to speak.
