I would call them "speech bubbles", but I'm not sure if that's a technical term or not.

Dialog boxes (?). Do you mean the yellow boxes that give like the ''narrator's'' speech, or the bubbles in which the characters talk (yes, the technical term is speech bubbles)?

I call them speech bubbles, but if they are at the top of the panel, then they are narration boxes.
