Perhaps to describe a situation where someone's behaviour was considered 'immoral' by more highly principled people and society in general. often a scandal is sexually based or a behaviour that could be considered 'out of character' of the person's otherwise proper reputation. The word has almost has an olde world sense to it - in that society's views of 'right' and 'wrong' behaviour has evolved. eg Babies out of wedlock, homosexuality, living in a defacto r/ship. These situations once considered 'scandalous' are far less so nowadays.
