Earth is not heaven, it is not hell. It is somewhere in between. Good things happen here, bad things happen here. You also need to ask where He was when the Holocaust happened, and where he was when Saddam Hussein was killing thousands of Kurds, and having people tortured, and when your heart gets broken, and when some kid vandalizes something. BAD THINGS HAPPEN, this isn't a perfect place, it wasn't meant to be. But then, ask where He was when good things happen as well.
