I believe there are both. Right now!!! is known a the time of Grace. Meaning that you can ask and be forgiven under the Blood of the Lamb of God....But during the time of Judgment Day. The judgment of God is according to truth against them which commit sin without repentance.

Everyone on this earth longs for perfect justice. Judgment Day is the day that perfect justice arrives, and all those hurts inflicted on humans and creation over the millennium are healed forever. Without Jesus, and His Forgiveness, offered on the Cross ("Father, forgive them, for they know not what they do") ALL of us would be dealt God's justice. Because of Jesus, ALL of us have the possibility of being forgiven and avoiding the Judgment that must take place if justice is to be seen to be done. Imagine you are in a courtroom. You are to be convicted of a crime that you cannot pay recompense for. If the judge were to say to you:"Go free. I forgive you. No questions asked.", you would be happy, but what about the people you wronged? They would be crying for justice. But what if the Judge stepped down from his bench, and said "I know you can't pay for this crime, so I will take your place and serve your sentence." Naturally, you accept his offer, although you are sorry that he has to suffer for your wrongdoing. So, you go free. You are happy, and so are those who have been wronged because justice has been served. Someone is serving the sentence. But what if you refused to accept the Judge's offer? What would happen? You can't just walk away. You can't expect forgiveness from anyone. You will have to pay the price for what you have done, which means lifetime in prison or death. This doesn't entirely parallel Judgement, but it gives some idea of the principles involved. Above all, God is a GOd of Justice. His love comes out of that sense of justice. Wrongdoing, no matter how big or how small must be paid for by someone. If it isn't Jesus, then it's us.
