Specifically shemales, I would say yes. I limit that term to transgender women (pre- or non-operative MTF transsexuals) who work in the sex industry (pornography, prostitution), and who need a full erection to work. I also don't simply consider any fully functional transgender woman a "shemale", nor would I consider any guy with breasts a "shemale", even if fully functional.

Yes, there is no reason a shemale shouldn't be able to get a full erection. A herm however, might be different. Since being a herm tends to be a birth defect, there is a chance one of the extra organs might not work. Or they might both work, but just not at the same time. It all depends on how their born.

Far be it for me to tell anyone how they should or should not call themselves. I wouldn't adopt it to describe me in that circumstance because of the sex industry baggage it carries. For my part, if I had full breasts and dressed fully feminine all the time (including the makeup and all that jazz I can't be bothered with now), I think I'd still identify myself as a man with breasts, rather than she-male.
