What the police did to Sean Bell was completely wrong but the criminal justice system doesn't want to keep cops from doing their job. It's like the military, if you put a shred of doubt in their minds about using force then they become ineffective. After a while several police get shot and killed in the line of duty. Plus it's the system protecting itself.
