If a company cannot charge you for someone else 's money owed, can Excel shut off your service because you live with someone that owes them money even thou their name is NOT on the bill and you have always kept up your payments?

It doesn't matter. Technically most companies are supposed to have measures in place to prevent people from running up a bill having service shut offf then opening a new account in someone elses name but it doesn't always work. They are well withing their rights like it or not to terminate your service if they have reason to believe you are in some way related to someone in the same household who had their service shut off.
