If the use of tools and technology is such an advantageous trait for humans, why are there only basic examples of tool use in other animals?

Homo erectuses (Neanderthals) and Homo sapiens (modern Humans) evolved a higher temperature level in the brain than our primate counter part did through fluke of nature. This produces more energy in hte brain allowing a higher level of activity and thought to allow us to understand how tools will benefit us. So other animals, primates, have a certain level of activity which allows for tool use but not enough for highly developed tools.
