There was a significant amount of trouble some months ago with ratings wars. People got offended with other members and started rating down perfectly good answer for reasons that had nothing to do with the answer itself. Likewise friends were giving positive ratings that were not necessarily deserved. I suspect that some of these people were also creating sock puppets with which they could rate up their friend's and their own answers as well as rate down their enemies. So, to put an end to these practices, the moderators put limits on how many ratings (positive or negative) any individual user could give. BTW, just to head off any potential misunderstandings, not that I have not mentioned any UIDs in this answer. I am not point any fingers at anyone here nor am I claiming to be clean and pure as the wind-driven snow in this matter. So, please, don't anyone get defensive over this answer.
