But - 21804: "The driver of any vehicle about to enter or cross a highway from any public or private property, or from an alley, shall yield the right-of-way to all traffic . . . So - the person turning left from the road would have the right of way over the person exiting the parking lot.

The person that is on the main road has the right of way. The person waiting to turn onto the main road will have to yield.
